This is one of the places where Chisato and Takina went on a date in the latter part of the Lycoris Recoil anime. During the day the cityscape is beautiful, and at night you can enjoy the night view. I've visited twice and tried both walking and taking the bus. If you walk, the uphill road keeps going and it takes quite a while, but if you like walking while soaking up that distinctly Japanese atmosphere, it's a route well worth walking. The biggest downside is, of course, that it's quite far from central Tokyo. It feels pretty far, too.

I toured several locations from Whisper of the Heart (Mimi wo Sumaseba) and stopped here last. It's a spacious park, and if you live nearby, I think it's a great place to relax. The park has ups and downs, so I could get some light exercise while strolling. There's also a free parking lot, so it's nice that even if you come by car you can spend time without worrying about the clock. Also, since it's on slightly elevated ground, the view was good too.

The road from the main street to here is marked "except residents' vehicles." If you come by car or motorcycle, there's a high chance you'll get caught. For the record, the fine is 7000 yen and 2 violation points. Patrol cars are always circling or waiting, and if you make noise, residents report you immediately. I'd recommend taking the bus and walking from there.

I visited on a Sunday just after noon. The park's parking lot facing the side road of Kawasaki Kaido was neatly maintained, and perhaps because capacity had increased, nearly half the spaces were empty. From there you climb the hill and can reach the Yuuhi no Oka observation deck in about 10 minutes on foot. A few families with kids were resting in the park, but plenty of benches were free. At "Yuuhi no Oka," Ayaka filmed the promotional video for Mikazuki. Since it's a night view you can't see the surroundings well, but you can tell the stream of car lights is Kawasaki Kaido. The drama Kahogo no Kahoko, starring Takahata Mitsuki, was also filmed here.
