Just an inscription at Nankai Railway's Takashinohama Station telling of that time. It seems that during the Russo-Japanese War, which began in 1904, crew of the Russian Far East Fleet and army soldiers of the garrison taken prisoner after the fall of the Port Arthur fortress were held here. At the International Peace Conference held in The Hague, Netherlands in 1899, humanitarian agreements on prisoners and the sick and wounded were concluded, and our country complied with them; it seems this was called the POW camp with the best treatment in the world. After that, on to the story of the German POW camp in Bandō, Tokushima Prefecture in World War I.... The story of the world's best-treatment POW camps continues. I think it was probably the moment a small island nation in the East managed to join the ranks of the world's first-class nations.
