Wakkanai Centennial Memorial Tower (百年記念塔) is one of the most prominent landmarks overlooking the city of Wakkanai and a worthwhile stop for anyone interested in the history and scenery of Japan's northernmost city. Standing approximately 80 meters tall, the tower was built to commemorate the 100th anniversary of Wakkanai's development and maritime heritage. Inside, visitors can explore exhibits showcasing the region's history, culture, and connection to the sea. The main highlight is the 360-degree panoramic observation deck, which offers spectacular views of Wakkanai City, the Sea of Japan, Cape Noshappu, and the surrounding coastline. On clear days, visitors may even be able to see Rebun Island, Rishiri Island, and, in exceptionally good conditions, the distant outline of Sakhalin, Russia, across the sea. The elevated location, refreshing sea breeze, and expansive northern landscape create a memorable experience that truly showcases the unique geography of Hokkaido's northern frontier.

Visiting the Wakkanai Centennial Memorial Tower & Northern Memorial Museum (稚内市開基百年記念塔・稚内市北方記念館) during our summer road trip to Japan’s northernmost city was an absolute highlight and provided the most spectacular, comprehensive vantage point of the entire region. Perched high atop the lush hills of Wakkanai Park at an elevation of 240 meters, driving up the scenic park road in our rental car was a breeze, leading directly to a spacious, free parking area right near the base of the monument. Taking the elevator up to the observation deck near the top of the 70-meter-tall tower rewards you with a jaw-dropping, 360-degree panoramic vista that will leave you completely speechless—on a clear summer day, you can gaze out across the entire city of Wakkanai, the bustling port, the sweeping coastline toward Cape Soya, the vast Soya Strait, and the dramatic, conical peak of Mt. Rishiri floating majestically on the sea horizon, with even the faint silhouette of Sakhalin visible in the distance. The sheer sense of standing at the top of Japan's northern edge is deeply inspiring and an absolute dream for photography enthusiasts. Beyond the sensational scenery, the two-floor Northern Memorial Museum inside the base of the tower was a fantastic, enriching surprise; the exhibits are meticulously curated, offering fascinating insights into the pioneer history of Wakkanai, the historical ties to Karafuto (Sakhalin), local flora and fauna, and indigenous Ainu culture. The facility is impeccably clean, peaceful, and staffed by warm, hospitable locals who make you feel genuinely welcome. Whether you are passionate about northern frontier history or simply looking to capture the ultimate high-altitude photo of Hokkaido’s northern coast, visiting the Centennial Memorial Tower is an absolute non-negotiable must-visit destination that will make your journey up to Wakkanai truly unforgettable.

This tower is an absolute must visit if you are here on a somewhat clear day. I was thrilled to not know about it first and find it looking up at the hill from Wakkanai. The area around the tower and museum inside are informative as well.

Outstanding!! 360-degree views of Wakkanai town, Port and all the way to Cape Soya, and to the Islands of Rishiri and Rebun. We could even catch a glimpse of Sakhalin Island to our north. The windows were pretty clean, so I'm happy with our photos. On the first floor is a fascinating local museum with a visual history of the mapping of Hokkaido, lots of archaeological artefacts from the area, and fascinating historical photos of the town. Of course, it's best if you can have perfect weather, but in general, there is a lot here of interest.

The views are great! When it's clear you can see a long, long way. There's a fair amount of glare and window tinting, so photos are very tricky to get right. There's some nice natural history exhibits on the ground floor, too.
