I had black tea. At 400円, it's inexpensive and delicious, the atmosphere inside is nice, and the lady is very kind. I recommend it.

The atmosphere makes you rather hesitant to enter. It's reasonably busy with locals. The coffee is delicious.

Delicious hot coffee for 400円. Various snacks came with it that day. There doesn't seem to be a menu. The lady who runs it is a Nippon-Ham and Hanshin fan.

No food because there's no kitchen. Coffee and black tea are available. You can enjoy a little chat with the owner, who was born and raised in Wakkanai. Apparently they're open every day except when going to medical appointments (irregular closing days).
