Keep climbing the stairs behind the shrine and you'll reach the observation deck. Looking down, the whole row of cherry blossoms in full bloom is beautiful. The view from the observation deck is wide open, and you can see the endless ocean

You can ride a motorcycle all the way up. It was a bit cloudy, but I got a pretty decent view. The observation deck is next to the shrine building at the summit.
