Apparently, it starts at the “100 Best Cherry Blossom Spots in Japan” sign in Matsumae Park and continues to around the Second Park. I didn't have much time and only went partway, but the cherry blossoms were blooming so profusely from both sides of the path, arching overhead, that I could barely see ahead. Since it's away from the main street and other busy areas, few people come here. If you're confident in your walking stamina and want to admire the cherry blossoms at a leisurely pace, I recommend taking a walk here.
