You can park your car at the Kaze parking lot between the Raiden Tunnel and the Benkei Tunnel. The old road is closed off and entry is prohibited, but if you go down to the rocky beach and walk along the shoreline, you can get there without entering the prohibited area. The big red rock along the way that looks like a toad is also worth seeing.
